Confirm a shape file area import

Starts the background job that creates areas from an uploaded shape file, either one area per feature or all shapes in one area. With split_multi_part set, every part of a MultiPolygon or GeometryCollection feature becomes its own polygon (named " 1..N") instead of one polygon per feature. With duplicates set to update and no update_container_ids, areas with matching names are returned as err_duplicate_container_names. Behind the import_shapes feature toggle.
