Convert an area's geography type to another

Starts a job that rewrites the area's GeoIdsReferenceGroup to a different geography type (e.g. postcode_5 → locality). Returns the job id; poll the standard job status endpoint for progress. Gated by the convert_geography_type feature toggle.

MajorityCoverageOnly drops "spillover" target geographies that only touch
the source at a border — a target is kept only when it overlaps the source
by more than 50%, measured by AREA (ST_Intersection over the geos polygons,
not addresses). See FilterTargetsByAreaCoverage (reference) and
FilterTargetsByCustomCoverage (custom) for the exact rule. Skipped for
postcode↔postcode (nested). Default on (FE checkbox checked).
